The Procurement Function
Procurement is the process of acquiring goods, works and services from third
parties. This process spans the whole life cycle from identification of need,
through to the end of a service contract or useful life of an asset, including
the method of recycling or disposal.
Procurement has an important role to play in the delivery of services for the
safety of our communities, workers and visitors, and ensuring value for money
for our local taxpayers.
The Procurement function is aligned to and integrated with service plans and
targets to ensure that it reflects and complements the corporate initiatives and
strategies of the Authority. DFRS will seek to provide and maintain a
professionally strategic and structured approach to procurement activities
designed to support organisational efficiency and cost effectiveness.
The Procurement Team
The Procurement Team is involved in purchasing on behalf of all sections of
the Service, including the following:
- The provision of a diverse range of good and services across the Service.
- Ensuring adherence to UK and EU Procurement Legislation and Financial
Regulations/Standing Orders.
- Maintenance of an efficient and effective stores services to all sites.
- Monitoring the supplier/product market.
- Monitoring and use of existing national and regional framework agreements,
where the provision is considered to offer the best value for money.
- Research opportunities for regional collaboration.
- Provision of procurement advice to colleagues.
- Contract monitoring as appropriate.
- Undertake tendering processes on behalf of the Service.
Code of Conduct
The procurement function must preserve the highest standards of honesty and
integrity, impartiality and objectivity. All procurement activity will be
undertaken to the highest standards of ethics and probity, in line with the
Chartered Institute of Purchasing and Supply Code of Professional Ethics.
The following includes some of the products currently provided via the
Procurement Section:
- Personal Protective Equipment (PPE)
- A range of clothing and uniform items
- Operational Equipment
- Cleaning Consumables
- Electrical items
- Stationery and computer consumables
- Emergency Feeding
Supplier selection is based on what is considered overall as the most
economically advantageous offering, including (but not limited to) factors such
as price, quality, reliability, safety, delivery, maintenance and after sales
support.

Sustainability
DFRS recognises the need to consider the impact of procurements on the wider
community in terms of the environment, society and the economy. The Service will
seek to minimise the impacts of the products and services they purchase and will
endeavour to work with suppliers and partners to consider the needs of the local
areas and communities wherever possible.
In line with the Environmental Strategy of the Service, the following will be
given due consideration within the procurement function:
- Reduction of consumption wherever possible
- Costs/benefits evaluated
- Green options sought
- Green deliveries and collections
- E-procurement
- Reduction of packaging
- Recycling/reuse/disposal of materials
Supporting Local Suppliers
Public Procurement Contract Regulations do not allow procurement awards to be
made based on geographical location or in favour of local businesses, as this
may be perceived as discriminatory. However, where possible a number of
procurement based initiatives will be considered as part of the DFRS sourcing
strategy. These will include:
- The incorporation of social and environmental benefits into contracts where
appropriate.
- Consideration of the environmental impact involved in the transportation of
goods.
- The utilisation of local framework agreements and collaborative contracts
where this aligns with the principles of best value.
- The use of procurement cards for the purchase of low value goods through
local outlets or via the internet.
- Working closely with suppliers to develop a local supply chain to facilitate
the delivery of a better service after contract award.
- Engaging with local suppliers for the provision of low value goods and
services as appropriate.
